Franco Soares is known within the village as the ‘Problem Fixer’. People go to him when they have a problem to fix. When asked 'What are most of the problems about?' He answered ‘mostly over land issues’. If he can't solve the problems he would go to the police at Somoro.
Land ownership is a difficult issue in Timor Leste. There are no ownership deeds as such, areas of land belong to families (extended family groups) and members build their homes on the land. It is a complex system with issues rising over historical boundaries and ownership.
